CPV 72000000 is that number for IT services, and the contract you actually want is one of the dozens of more specific codes hanging off it. What a CPV code is and why it matters

A CPV code is a number from the Common Procurement Vocabulary, the EU's standard classification for what a public contract buys. For a contracting authority, the code is a legal handle: it drives which suppliers get notified, which thresholds apply, and how the spend is later reported.

It is worth being honest about what the code is not. It is not a guarantee of scope. The official EU entry for most 72xxx codes carries a title and nothing else (no description), so two authorities can read the same code slightly differently. That is why reading the actual contracts placed under a code tells you more than the title alone, and why this site documents the codes from the awards behind them rather than from the label.

One opinion, since this guide is allowed one: do not treat 72000000 itself as a code to bid against. It is a division header. Real contracts almost always carry a four-, six-, or eight-digit leaf, and that leaf is where your alert and your bid should live.

Consultancy buys advice, a plan, or a study, not a built system. The entry point is business analysis consultancy services, which takes apart how an organisation works and turns it into something a delivery team can act on (456 awards, mean about €2.4M, TED 2009-2026). The IT-direction codes sit beside it: information systems strategic review services, information systems or technology planning services, and information technology requirements review services, which pins down what a system needs before anyone builds it.

The broad catch-all is information technology services, the code authorities reach for when the scope mixes managed services, support, development, and infrastructure in one multi-year contract. It is the heaviest leaf in the family by volume, with 2,772 awards at a mean of about €3.6M (TED 2009-2026). Rounding out the family are system implementation planning services, system quality assurance planning services, system software acceptance testing consultancy, and software integration consultancy services.

Custom development and systems analysis (72231000–72246000)

This group is bespoke building and the analysis around it. development of software for military applications is set apart by its domain, not its engineering: command-and-control, mission planning, simulation. development of transaction processing and custom software covers the systems that record and settle discrete events such as a payment, a tax filing, or an order. programming services is hands-on coding to a specification, and prototyping services covers the proof-of-concept work before a full build. systems consultancy services is whole-system advice, where the question spans hardware, networks, and integrations together.

Once software is live, this group keeps it running. disaster recovery services is failover and recovery after an outage or attack. helpdesk services is the staffed, ticketed point of contact for users (135 awards, mean about €2.0M, TED 2009-2026). Quality work splits into software testing and systems testing services. The maintenance-and-support cluster has fine distinctions worth knowing: software support services answers questions and resolves incidents, software maintenance and repair services patches and changes the code, software development services frames building as a service, software implementation services covers rollout and configuration, software consultancy services advises on software choices, and software supply services covers licensing and provision.

Data services (72311100–72330000)

Division 72300000's leaves cover the data lifecycle. Getting data in: data conversion services, data preparation services, optical character recognition services, data capture services, and data collection and collation services. Running the network around it: data network support services and data network management services. Doing something with it: data analysis services turns raw data into findings (416 awards, mean about €990k, TED 2009-2026), while data storage services keeps it safe and retrievable (500 awards, mean about €1.9M). Moving and supplying it: data transmission services and data supply services. Managing it as an asset: added-value database services, data management services, and content or data standardization and classification services.

Internet and provider services (72411000–72417000)

The provider family buys the running service, not the build. internet service providers (ISP) is the connection itself (562 awards, TED 2009-2026), electronic mail service provider is hosted email, and application service providers is the older procurement name for what most people now call SaaS. Document, service-level, support, and network services

The remaining leaves cover the rest of an IT estate. document management services handles capturing, indexing, and controlling records. development of service level agreements defines the availability targets and penalties that hold a provider to account. technical computer support services is the hands-on operational support that keeps computing running, and it carries real volume: 2,460 awards at a mean of about €4.3M (TED 2009-2026). For the network itself, local area network services covers a single site or campus (220 awards, mean about €1.6M), while wide area network services links sites across distance (594 awards, mean about €3.9M).

Picking the right code: a worked example

Take a real shape from the awards: a contracting authority procures an application support and development service, paired with monitoring and the upkeep that follows. Which code?

Walk it from the top. The work writes and changes application code, so the programming branch fits, and the application layer points at 72212000. But the contract also bundles support, monitoring, and maintenance into one multi-year deal, which is the exact pattern the broad 72222300 was built to carry. Two codes both look right, and that is normal.

The tie-breaker is the dominant deliverable. If the point of the contract is to produce and evolve a working application, classify it as application programming and treat the support as the tail. If the point is an ongoing managed relationship where development is one strand among support, monitoring, and infrastructure, the broad code is the honest fit. A contracting authority can list additional CPV codes alongside the primary one, so the answer is rarely a single code in isolation; it is one primary code that names the core of the job, with the rest captured as additional codes.

Codes people mix up under 72000000

These are the pairs that trip people most often. Each distinction is the real boundary, not a paraphrase.

EU (TED) and UK (Find a Tender): one shared vocabulary

CPV is not only an EU thing. The Common Procurement Vocabulary is shared across the EU's TED portal and the UK's Find a Tender service, which is why a supplier who learns the codes once can read contracts on both.

In the EU, contracting authorities publish to TED, and a contract notice carries CPV codes that drive cross-border visibility. The thresholds for when EU-wide publication is required are set in the procurement directives and revised on a two-year cycle. The UK left the EU procurement regime, and from 24 February 2025 its public procurement runs under the Procurement Act 2023, published through Find a Tender. The Act changed the process and the notice types, but it kept CPV as the classification, so the same 72xxx codes still describe IT services on a UK notice.

The practical takeaway for a supplier: the code you target is portable. If you bid for application development across both markets, the same leaf under 72000000 is your filter on TED and on Find a Tender. The bidding rules differ; the vocabulary does not.
